The Office is seeking a Finance Division Manager to serve as the strategic leader overseeing all financial operations and obligations, ensuring effective management of resources and compliance with fiscal policies.
A successful candidate in this position will be able to:
- Provide strategic leadership and oversight for all financial operations, planning, and policy development for the Office of the Attorney General (AGO).
- Manage and supervise the finance team to ensure alignment with agency goals, uniform procedures, and effective performance management.
- Lead development, implementation, and monitoring of the AGO’s operating budget and multi-division spending plans.
- Translate agency goals into financial strategies, operating plans, and reporting systems to support programmatic success.
- Direct budget preparation processes, including biennial budgets and spending plans, ensuring consistency with policy and program objectives.
- Ensure fiscal compliance with state and federal laws, rules, and financial policies through development and enforcement of internal controls and procedures.
- Analyze and interpret financial data to guide executive decisions and evaluate impacts of alternative goals, budgetary conflicts, and legislative changes.
- Monitor expenditures and budget balances; recommend and implement corrective procedures to address variances or deficiencies.
- Oversee procurement activities to ensure purchases are within budget and follow applicable guidelines.
- Serve as primary liaison on financial matters with MMB, auditors, and/or other state or regulatory agencies.
- Provide expert financial advice and consultation to agency leadership on use of resources, fiscal risks, and operational strategies.
- Direct the development and analysis of financial reports, statements, and special studies for internal and external stakeholders.
- Lead financial management of grants, contracts, and special funds to ensure compliance with program requirements and legislative intent.
- Evaluate, coach, and mentor finance staff, ensuring professional development and alignment with performance expectations.
- Align fiscal operations with executive decisions, legislative proposals, and office goals to optimize resource allocation.
This position is eligible for a hybrid work environment (combination of in-office work and telework).
Minimum Qualifications
- A minimum of four (4) years of supervisory or managerial experience developing and implementing financial policies and internal controls, supervising financial teams, and mentoring staff
- Bachelor’s or Associate degree in Finance, Accounting, Business Administration, or closely related field AND four or more years of related financial/accounting work experience
- OR six or more years of related financial/accounting work experience
- Experience providing expert financial advice, recommendations and consultation to agency leadership regarding resource allocation, fiscal risk management, and operational strategies.
- Advanced knowledge of generally accepted accounting principles and applications; risk management and internal control principles; budgeting; financial reporting principles; and strategic planning concepts and methods.
- Experience working with Statewide Integrated Financial Tools (SWIFT) or similar financial reporting system.
- Strong writing skills to prepare agency financial publications and communications.
- Proficiency in Microsoft Excel
- Ability to:
- clearly present complex financial concepts to technical and non-technical audiences, collaborate across divisions, and provide accurate, timely service to leadership and stakeholders.
- to interact and build working relationships with others to include common courtesy, tact, interest in positive problem solving, empathy, logical organization ideas, and working with people from different cultural/ethnic background
- to show excellent judgement, character, and work ethic
Preferred Qualifications
- Experience working with Statewide Employee Management System (SEMA4)
- Project management skills, including managing multiple financial projects with defined timelines.
- Experience with contract and procurement oversight
- Experience managing and reconciling grants, including federally issued grants
- Experience in policy and legislative analysis, interpreting and advising on laws that impact financial operations.
- Ability to motivate and lead a team through collaboration and consensus to reinforce a culture of service, accountability, and innovation
